As you said, the scope creep caused your situation to quickly spiral out of control as more and more groups within the company started jumping on the bandwagon, overwhelming your capacity and jeopardizing the project. <br /><br />You did a nice job of managing the "change"--back to the original plan! I've been thinking about what we should tell those other people who are interested in having their forms digitized. If the project manager isn't willing to entertain expansions to the scope, we need to tell those other stakeholders why--and try to get them on-board as supporters. <br /><br />I think I would start by saying clearly that it's a pilot test, and that we're grateful for their interest--would they be willing to lend their support to make sure the project finishes? "Their support" could take lots of forms, from ideological support to manpower or time. Similar, have a visible and trustworthy process for documenting the groups that want to have their forms digitized once the project leaves the pilot stage. Make it clear to these new "buyers" that they aren't being forgotten--it's just not part of the current project to take on new work. Your situation was what I would consid...Nathanial,<br /><br />Your situation was what I would consider a classic example of scope creep. As Dr. Stolovich mentioned in Laureate Universities Video Program: "Creating a Project Schedule" sometimes the Project Manager just has to say, "No!" (politely, of course) and refer to the bottom line. <br /><br />I think that Dr. Budrovich, in this week's resources also would tell the Project Manager, if the "No!" is overruled, get the change in writing! I recall the project I am working on: Case 23-Developing Learning Objects for Adult Learners (Ertmer and Quinn, 2007). The project team failed to understand the client's demandands so clearly written, and the project resulted in scope creep. The project team needed to take into consideration the culture in which it used to operate. The PM needed to educate team members on the evolution of the new project according to the demands of the client (Australian Vocational ) to guard them against some predetermined mindsets about how they used to handle similar projects. She needed to communicate clearly the factors surrounding the new project. <br /><br />The PM would have to develop and monitor a mechanism to enable team members to objectively identify and manage project risks. Consistent risk management and monitoring should surface in all stages of a design project to avoid a poor design project outcome (Yee et al, 2009). I read your posting and it brought ...Hi Nathaniel <br /><br />I read your posting and it brought to mind a situation I experienced last month.<br /><br />Three years ago the Officers received Administrative Instructions (Project Scope) that our army was entering a paperless world and therefore all communication should be done via email. All documents were to be sent as an image or .pdf document and the appropriate filing systems are to be created to ensure that documents are stored and can be easily retrieved.<br /><br />Those of us (60 officers including myself)who were computer savvy saw this as the best thing since sliced bread and oh boy, were we eager to start creating electronic data management systems for our files. So we are up for promotion this year and we were told we had our admin inspection for our respective cadet units and we spent the entire month we had to prepare helping other officers create an electronic data management system as well.<br /><br />So the week came for inspections and various Captain and Majors were deployed to our units- each one of the inspecting officers – who are from the “old school” – were not the least bit excited about inspecting our filing systems from your laptops. To them it was ‘ show us the paper’!! What paper!! We did not manually file for three years!!! As you can expect we all failed our inspections or were lucky to get half mark.<br /><br />Like your case, the reasons given for the changes were the same as yours, and like your situation again, everyone was eager to go electronic and it did get out of hand. No one had filed for 3 years and each one of up then had to spent a week ad dozens of reams of paper, printing and filing 3 years of paper work. You cannot the imagine the costs incurred to the army for this.
